From 1985 to 2001 he filled various positions in Sanlam, starting in the individual life division and from 1996 in the pensions division.

 

Joined Simeka Consultants & Actuaries in 2001 where he consulted to funds on actuarial issues.  He was responsible for managing the actuarial and consulting team in Pretoria, and also chaired their Actuarial Governance Board.

 

Joined the Financial Services Board in May 2007 as Chief Actuary and retained that position until 1 April 2018 with the advent of the FSCA.  In the FSCA he was appointed to the position of Divisional Executive: Specialist Support.

 

During his years in the actuarial profession, he has held various positions, including:

 

  • Chairman of the ASSA Program Committee
  • Member of the CPD Committee, Health Care Committee, Retirement Matters Committee, Short Term Insurance Committee and of the Life Assurance Committee.

Gabriel Petre is responsible for developing asset allocation strategies for the World Bank’s staff retirement fund. As part of his work he has also been involved in advising central banks of developing countries on reserves management issues, governments from developing countries on investment policy issues related to public pension funds and official institutions of commodity-rich countries in setting up sovereign wealth funds.

 

He joined the World Bank Treasury in July 2006. Before joining the World Bank, he worked for 3 years at the National Bank of Romania, as part of the team in charge of the foreign reserves portfolio.  He has an MBA from Georgetown McDonough School of Business and is a CFA charterholder.

David heads the Making Finance Work for Africa (MFW4A) Partnership Secretariat – a multi-donor funded initiative which supports financial sector development in Africa through research, knowledge management and advocacy. Based in Abidjan, Côte d’Ivoire, MFW4A is hosted by the African Development Bank and funded by the European Investment Bank, Agence Française de Développement, as well as the Dutch and German governments.

 

David previously managed the Commonwealth’s Private Investment Initiative (CPII), which raised US$800 million for investment in frontier markets in Africa, Asia, the Caribbean and the Pacific. A graduate of the London School of Economics and The Management School, Imperial College, London, he has also worked for the International Finance Corporation (IFC) and the Agence Française de Development.

Fiona is Lead Financial Sector Specialist and part of the long-term finance team in the World Bank’s Finance, Competitiveness & Innovation Global Practice. She provides policy advice on pension and insurance market reform to governments around the world, and is currently working on projects in East and Southern Africa, Indonesia and Georgia. She previously worked for the Financial Affairs Division of the Organisation for Economic Co-operation and Development (OECD) for eight years and led the Secretariat of the International Organisation of Pension Supervisors.

 

Prior to working at the OECD, Fiona worked in the pension fund industry. As head of American Express Asset Management in Japan, she was responsible for investing $2 billion in Asian equity markets and, as part of an international team, for managing $20 billion globally. She also served on the advisory board of one of the OECD’s own pension funds.

 

She holds degrees from Oxford and Johns Hopkins universities and a Chartered Financial Analyst qualification.

Mervyn-King

Senior Counsel and Former Judge Supreme Court of South Africa

Professor King, a Senior Counsel and former Judge of the Supreme Court of South Africa, is Professor Extraordinaire at the University of South Africa on Corporate Citizenship, as well as an Honorary Professor at the Universities of Pretoria and Cape Town and Visiting Professor at Rhodes University.

 

He is chairperson of the African Integrated Reporting Council and of the Integrated Reporting Committee of South Africa. Professor King is also Chair Emeritus of the King Committee on Corporate Governance in South Africa, which produced King I, II, III and IV, and Chair of the Good Law Foundation.

 

Prof King, who sits as an arbitrator and mediator internationally, is also Chairperson Emeritus of the International Integrated Reporting Council in London and of the Global Reporting Initiative in Amsterdam and a member of the Private Sector Advisory Group to the World Bank on Corporate Governance.

 

He has chaired the United Nations Committee of Eminent persons on Governance and Oversight and was President of the Advertising Standards Authority for 15 years and a member of the ICC Court of Arbitration in Paris for seven years.

 

He is a Fellow of the following organisations:

  • Institute of Chartered Accountants of England and Wales;

Aymeric is the Managing Director of Mobilising Institutional Investors to Develop Africa’s Infrastructure (MiDA) – a partnership between the U.S. National Association of Securities Professionals (NASP) and the United States Agency for International Development.

 

The initiative mobilises, advises, and expands opportunities for U.S. institutional investors – pension funds, insurance companies, foundations and endowments into infrastructure investments in Sub-Saharan Africa in seeking higher returns while making a meaningful impact on development in the region.

 

MiDA’s investor network extends to 70 U.S. pension funds, foundations, and endowments with close to $3 trillion in assets under management.

 

As part of his duties, Aymeric oversees a team of investment and legal experts, programme resources, and several joint operations with the World Bank and the United Nations Economic Commission for Africa.

 

He previously spent 14 years in investments and banking at the World Bank and led the quantitative risk finance function responsible for managing market and credit risks for over $300 billion in global investments and banking operations.

He has led numerous legislative proposals that were adopted by the United States Congress on banking regulations, housing finance, consumer financial protection, insurance and financial inclusion.

 

Aymeric holds two master’s degrees in finance and business management from Johns Hopkins Carey Business School and a bachelor’s degree in finance and economics from McGill University.

NDABAZINHLE MKHIZE

Chief Investment Officer Eskom Pension and Provident Fund

Ndabe is Chief Investment Officer of the Eskom Pension and Provident Fund with assets of R140 billion ($10 billion) and more than 80 000 members.

 

He has been involved in the financial services industry for more than 20 years, starting in the actuarial field and then moving to the asset management industry.

 

Ndabe started his career at Old Mutual in 1998 as an Actuarial Assistant then moved to Prudential in 2003 to take on the position of Equity Analyst. In 2005, he joined Coronation Fund Managers and rose to the role of joint Portfolio Manager of the Coronation Property Equity Fund.

 

Between 2008 and 2010, Ndabe was involved in the direct real estate industry and made an attempt to list the first SA Healthcare Property Fund in 2010. He then joined Stanlib Listed Property team in late 2010 and remained with this team until April 2014.

 

Ndabe was appointed Deputy Chief Investment Management Officer of the Eskom Pension and Provident Fund in May 2014 with responsibility for internally managed assets in Equities, Fixed Income and Listed Property.

 

In April 2015, Ndabe stepped into the role of Acting Chief Investment Officer with overall investment oversight over the entire assets of the Fund and was appointed as a Chief Investment Officer in December 2016.

 

He has qualified as both a Chartered Financial Analyst (CFA) and a Chartered Alternative Investment Analyst (CAIA) and holds a BSc Actuarial Science degree from the University of Cape Town (UCT).

 

Ndabe has also completed the Investment Management Workshop at the Harvard Business School as well as the EDHEC – Risk Institute’s Advances in Asset Allocation.

Dr Mokate is the Chairperson of the Board of Trustees of the Government Employees Pension Fund (GEPF) and the former Executive Director and CEO of the Graduate School of Business Leadership, University of South Africa (Unisa).

 

She has held various positions in the public sector and academia, and has extensive experience in development strategies globally. She is a former Executive Director of the World Bank Group and former Deputy Governor of the South African Reserve Bank (SARB), where she also served on the Monetary Policy Committee and as the G20 Forum Central Bank Deputy for South Africa.

Marcelo is the Director of the World Bank’s Department of Financial Advisory and Banking Services, which helps emerging and developing countries manage reserves, lighten debts, and hedge risks.

 

For 28 years, Marcelo worked as director of country, regional, and global departments, and as international development leader, throughout the Middle East, Eastern Europe, Central Asia, Latin-America and Africa. He led senior-level policy dialogue and over $30 billion in lending operations across the development spectrum.

 

A Fellow of the US National Academy of Public Administration, Marcelo has published on macroeconomic policy, finance, subnational fiscal rules, development economics, business, agriculture, and applied econometrics. He was chief editor of collections of policy notes published for the presidential transitions in Mexico (2000), Colombia (2002), Ecuador (2003), Bolivia (2006) and Peru (2006).

He authored the second edition of Economic Development: What Everyone Needs to Know (Oxford University Press 2017). He taught at the American University in Cairo, The London School of Economics, and the Universidad Católica Argentina.

 

Marcelo holds a PhD and an MSc in Economics from The London School of Economics, and a Summa-Cum-Laude BA in Economics from Universidad Católica Argentina.

Ramotshudi is CEO of the Financial Sector Charter (FSC) Council, which is a transformation body for the finance industry in South Africa. He has been the President of the Batseta Retirement Fund since its launch in 2014. He was the retirement funds coordinator for labour unions in South Africa.  He is the Chairperson of the ASISA Foundation.

 

Between 1994 and 2014, Ramotshudi held different positions in Sasbo – the finance union, and played a role in the Sustainability Steering Committee. He is also a trustee in pension funds and was engaged with the retirement fund reforms on behalf of labour. A University of Witwatersrand Industrial Relations and University of South Africa Labour Relations graduate, Ramotshudi also holds a Certificate in Social Development and Managing Social Security from (Wits P & DM). Daniela Klingebiel is Manager of World Bank’s Reserves Advisory and Management Program (RAMP). RAMP provides advisory services and training to official/governmental sector investment with a focus on helping countries efficiently manage foreign currency reserves and other pools of financial assets.

 

She joined the World Bank in 1995 and has been deployed in various capacities including Principal Portfolio Manager for the World Bank’s Pension and Endowment Department. Prior to that assignment, she was responsible for the Plans’ hedge fund portfolios, the currency portfolio, the Global Tactical Asset Allocation portfolio, and the developed international equities portfolios.

 

She researched portfolio construction, persistence of manager alpha and portfolio construction of public and alternative portfolios as well as broader financial and capital markets issues and developed a currency trading model for 11 developed market currencies.

 

Klingebiel also worked in the World Bank’s Research and Financial Sector Policy and Strategy Departments, as well as in various regional departments. In those varied capacities, she advised governments on financial sector policies and regulatory frameworks and undertook research on banking systems, capital markets, and banking and financial system crises with their resolution mechanisms.

Fabiana is Managing Director, Head of Global Fundamental Equities, and Portfolio Manager in the Emerging Markets Equities team where she is responsible for portfolio construction and country allocation. She is one of the leaders at Robeco responsible for integrating ESG in emerging market portfolios.

 

She has worked as a portfolio manager and analyst in Asia and US equities in London, New York and Tokyo. Prior to joining Robeco, Fabiana was the Portfolio Manager of the Asia (ex-Japan) Equity fund at Pioneer Asset Management. She joined Pioneer following the sale of Occam Asset Management, where she was Partner and Fund Manager.

 

She began her career at ING Barings Tokyo as Research Analyst covering Japanese equities.

Executive Head of Research & Project Development and Fund of Funds at the Public Investment Corporation of South Africa

Sholto is the Executive Head of Research & Project Development as well as Fund of Funds for the Public Investment Corporation (PIC), Africa’s largest asset manager.

 

He leads a team of investment professionals that conduct research and identify long-term structural themes. These inform the institution’s medium to long-term investment strategy as well as tactical asset allocation at the combined listed and unlisted level for the various clients’ portfolios.

Furthermore, Sholto is responsible for the institution’s fund of funds proposition which is aimed at allocating capital to external managers on the unlisted portfolio. This aims to provide an avenue for advancing the PIC’s investment strategy as well as contribute to the transformation of the asset management industry, specifically private equity.

 

Prior to that, he was portfolio manager and head of mining at Stanlib Asset Management and worked at Momentum Asset Management where he was part of the three-year Raging Bull award winning team for the resources portfolio.

Abel-Sithole

Abel is the Principal Executive Officer (PEO) of the Government Employees Pension Fund. He assists the Board in meeting its fiduciary and oversight obligations in line with the GEP Law& rules and other legislation.  The PEO also represents GEPF on a policy level, and has overall responsibility for financial reporting, disclosures, and consolidating and amending the Fund’s rules as well as valuating liabilities and assets.

 

Abel is presently also the Commissioner of Financial Sector Conduct Authority (FSCA), previously known as Financial Services Board (FSB), where he was the chairperson before the transition to the Twin Peaks model of financial regulation.

 

Before joining the GEPF, Abel was a Senior Researcher and Deputy Director with the Institute for Futures Research at the University of Stellenbosch. He served two terms as Chairman of the Institute of Retirement Funds, and served on the Boards of the Financial Planning Institute (FPI) and the Savings Institute of South Africa (SISA).

 

He has served in the financial sector in principal, trustee, advisor, regulator and policy developer roles, and spent over 20 years in the insurance and retirement fund industries.

Nicole is Head of Africa & Middle East for the UN-supported Principles for Responsible Investment (PRI). She is responsible for strengthening existing and developing new relationships with stakeholders in the investment space and for designing an Africa-focused strategy for identifying and addressing the needs of African investors to integrate Environmental, social and governance (ESG) into investment processes.

 

Prior to PRI, Nicole worked on multiple projects across numerous levels in the field of ESG and RI research and advisory.

 

Nicole is a Development Economist by training, with her career to date dedicated to the provision of strategic advisory services in the development space.

 

She has worked with local and international clients across the public and private sector on the design and implementation of strategies aimed at achieving large-scale developmental impact in Africa. Her experience includes work around social and environmental due diligence and strategy, shared value strategy development, stakeholder engagement strategy development, dialogue facilitation, and political economy and policy analysis, with a special interest in responsible investment, impact investing and innovative social finance mechanisms.

 

Nicole has also advised corporates and financial services providers on their respective impact strategies and has conducted multiple ESG due diligence assessments and developed Social and Environmental Management Systems (SEMS) for clients operating across the continent.

 

In addition, Nicole has experience in the field of innovative development financing, having worked closely with the South African National Treasury and the Bertha Centre for Social Innovation and Entrepreneurship on initial investigations into the potential merit of Social Impact Bonds in furthering the country’s development agenda.

David is the Chief Executive Officer and Principal Officer of the Government Institutions Pension Fund (GIPF) – a fully funded pension Fund established in 1989.

 

Before he was appointed CEO of GIPF in 2013, David was the first CEO of the Development Bank of Namibia, the Executive Director of Namibia Investment Centre in the Ministry of Trade and Industry, the Chairman of the SADC Investment Promotion Agencies, the SADC Development Finance Institutions Network, the Commissioner of the National Planning Commission and a member of the President’s Economic Advisory Council.

 

Nuyoma holds a Master’s Degree in Industrial Development and a Bachelor of Arts (Honours) in Development Studies both obtained at the University of East Anglia, UK.

An economist who graduated from the University of Chile, she holds a PhD. in Economics from Boston University.

 

Olga was Senior Advisor at the Ministry of Finance between 2007 and 2009. She has been a consultant for the Inter-American Development Bank, a speaker in international conferences, lecturer in economics and finance in Chile and the U.S., and an author of articles on pension and labour matters. Prior to joining the Bank, he was Principal Actuary within the Joint Pension Administrative Section of the Organisation for Economic Co-operation and Development (OECD) for about twelve years, overseeing the pension plans of about 10 international organisations based in Europe. Previously, she was a Principal Portfolio Manager for the World Bank’s Pension and Endowment Department where she was the head of the emerging markets equities and opportunistic portfolios.

 

Before, she was responsible for the Plans’ hedge fund portfolios, the currency portfolio and the Global Tactical Asset Allocation portfolio, and the developed international equities portfolios.

 

In addition, she researched portfolio construction, persistence of manager alpha and portfolio construction of public and alternative portfolios, as well as broader financial and capital markets issues and developed a currency trading model for 11 developed market currencies.

 

Daniela also worked in the World Bank’s Research and Financial Sector Policy and Strategy Departments as well as in various regional departments.

 

In that capacity, she advised governments on financial sector policies and regulatory frameworks and undertook research on banking systems, capital markets, and banking and financial system crises with their resolution mechanisms.

 

She has published extensively in the areas of pension management, capital markets, banking, financial crises, and enterprise and financial sector restructuring in leading professional and academic journals.

Andrew Slater is an actuarial and investment expert with 25 years’ experience. In his career in institutional investment, he has worked in many countries with pension funds, insurers and wealth management institutions, ranging from high-net-wealth private banks to mass-market defined contribution providers. During his career he has successfully deliberately sought out the areas that presented a challenge to the orthodox.

 

In 2016 Andrew was elected a member of Council of the Institute and Faculty of Actuaries, the top governing body of the profession, and additionally sits on its Research and Thought Leadership Committee and was appointed Deputy Chair of the organising committee for the IFoA Africa Conference. Andrew is also a CFA Charterholder, and a member of several local actuarial societies in Africa.

 

Andrew works as an independent adviser on a full range of actuarial and investment matters, working with institutional investors across Africa. He also works with clients outside Africa wishing to invest in Africa. He has clients in several west African countries, including the African Development Bank. Most recently he has been commissioned by the World Bank to conduct research with Kenyan pension schemes relating to their investment decision making.

 

Andrew has been focused on Africa for the last six years, with the results he spends more time in Africa each year. His career started with Price Waterhouse, and has worked in investment management with SEI Investments, and a start-up venture to create a pension indemnity insurer. SEI Investments is one of the original two manager-of-managers investment firms in the US; Andrew joined SEI Investments shortly after they established in the UK. Andrew was at the forefront of the development of SEI Investments in the UK, in the Netherlands and in South Africa.

Nicky graduated from the University of Stellenbosch with BA LLB degrees and in 1994 obtained an LLM degree with first class honours, from the University of Cambridge, England. In 2006, Nicky spent 5 months at Yale University as a Young Global leader.
